G E N E R A L S E S S I O N The Intention and Value of Health Information Exchanges – Case Demonstration Gregory N. Larkin, MD, FAAFP, FACOEM in the 1980s, electronic medical records were basically a solution for which few saw a problem. the few early adopters of the technology often were left with inoperable systems that were both costly and inefficient. today, the majority of healthcare providers have integrated their practices with contemporary and powerful electronic health records (ehrs) that are blended with community and statewide databases. indiana is a leader in health informatics applications that are well beyond concept and provide daily tools to improve and lower the cost of care. some states have yet to create a “health information exchange” (hie), while indiana boasts four. each hie serves as a “blender” of data from hospitals, offices, labs, imagery centers, pharmacies, and health claims (both commercial and public). equally important, the indiana hies are interconnected, providing a health information network that covers most of the state. several examples of specific, currently operational applications will be discussed during my presentation. improved care measures for preventive health screening to chronic disease management will be identified. i will review how employers, health plans, providers, and patients are receiving significant benefits from tools that instantly link emergency rooms, ambulances, and offices to patients’ health data that is often dispersed from multiple healthcare systems and health plans. the ability to transform “health data” to actionable “health information” is the power of hies and ehrs. Programs like “Quality health first”, “myVaxindiana”, “docs4docs” and immediate patient abstracts will be discussed along with specific applications for health plan performance improvements. Dr. Larkin lead the early adoption of EMRs in a global corporation in 1992. Retiring from Eli Lilly and Company, he was the first CMO of the Indiana Health Information Exchange (IHIE) until being appointed as Indiana’s State Health Commissioner for Governor Daniels.
